Overview

Performance-based contract for the maintenance of Masara – Kehancha (B1) Road. The KeNHA tender, funded via the Road Maintenance Levy Fund (RMLF), seeks eligible road-contractors to deliver maintenance (and related works as applicable) under a performance-based framework. Bidders must be registered with the National Construction Authority in categories NCA 4–6, and meet the mandatory qualification criteria outlined in the tender documents.

Requirements

• Mandatory qualifications to bid:
• Copy of Certificate of Incorporation
• Copy of valid NCA Annual Practising Licence (classes 4–6)
• Copy of valid Tax Compliance Certificate
• Copy of CR 12 form (issued within 6 months of tender opening)
• Serialise all tender pages
• Copy of PBC Certificate for at least one director
• Other eligibility criteria: relevant similar experience, qualified personnel, current workload
• Bidder restrictions: max 2 tenders per bidder per FY; directors with prior awards in FY2025–2026 may be ineligible; JV rules and other PPADA/competition provisions apply
• Foreign bids: must source at least 40% of contract inputs locally; NCA registration required before award; tax and environmental compliance; debarment checks
• Site visits: mandatory pre-tender/site visit (as specified in the tender notice) and compliance with serialization and binding requirements

How to Apply

• Submission deadline: 16 July 2026 at 09:00; submissions must be in a plain sealed envelope clearly marked with tender name and reference, delivered to the Office of the Regional Director – Nyanza region, 1st Floor KeNHA Building, Kisumu (or tender box on site) (Tender Document; Long Tender Notice).
• Submission method: hand delivery or posted submission; tender documents may be downloaded for free from www.kenha.co.ke or the PPIP portal (tenders.go.ke).

• Form of Tender and completed Schedules, including priced Bills of Quantities
• Tender Security or Tender-Securing Declaration
• Joint Venture agreement or intent if applicable
• Documentation proving mandatory qualifications (see above)
• Authorization letter for the signatory; all pages serialized and signed
• Technical proposal (if required) and any other documents per the Tender Data Sheet
