POP 05/2026FY/PF: REQUEST FOR PROPOSALS TO BE INCLUDED IN THE JPC PANEL OF TOWN PLANNERS TO BE UTILISED ON AN AS AND WHEN REQUIRED BASIS FOR A PERIOD OF THREE YEARSClosed

Overview

POP 05/2026FY/PF invites proposals to be included in the JPC Panel of Town Planners for an as-and-when-required basis for a period of three years. This is open to professional town planning firms or consultants with SACPLAN-registered planners, relevant CK certificates, and the capacity to deliver listed town-planning services. Bidders should be able to supply multi-disciplinary teams and meet procurement requirements (BBBEE, tax, CSD).

Requirements

• At least one director must be a SACPLAN-registered Professional Planner and CK certificate holder (CK1/CK2C/COR 20.1/COR 14.3).
• BBBEE documentation and central supplier status (BBBEE certificate or sworn affidavit; CSD registration not older than 30 days; tax compliance PIN).
• Up-to-date municipal accounts for individuals, the entity, and directors; or valid arrangements to settle arrears.
• Up-to-date Professional Indemnity Insurance and current professional registration with the applicable Council (where relevant).
• If a JV/Consortium, provide JV documentation and a consolidated BBBEE.
• Compliance checks: tax, corporate resolutions for bid signing, and completion of specified MBD forms (e.g., MBD4, MBD8, MBD9, MBD7).
• The panel targets a maximum of 20 bidders; ranking is by functionality with PPPFA tie-breakers.
• Submissions are through JPC’s standard contract framework; non-performance may lead to removal from the panel.

How to Apply

• Document access: download the POP and all bid documents free from etenders.gov.za and jhbproperty.co.za (PDF references in the attached files).
• Important dates: document availability 18 May 2026; closing date and time 19 June 2026 at 10:30. Enquiries open 18 May–10 June; responses by 15 June 2026 (via tenders@jhbproperty.co.za). No briefing session.
• Submission method: original plus scanned USB copy of the full submission; sealed in a marked envelope and placed in the JPC tender box at 33 Hoofd Street, Braamfontein (Forum 1, A-Block, 3rd Floor). Do not mail or email bids.
• Required documents: official bid forms (MBD1–MBD9 and JPC MBDs), bidder information (MBD7), company profile, CK/SACPLAN proofs, tax clearances, BBBEE, CSD, municipal accounts, and any other returnables as specified in the documents. Include one original and a scanned USB copy (date-stamped).
• Briefing: none (no briefing session) (Panel POP document).
