Overview

Procurement of pre-qualification of contractors for consultancy services in Bungoma County to prequalify suppliers for National Competitive Bidding. Open to firms or individuals with consultancy capabilities, including activities such as civic education, peace-building, youth/women/disabled programs, and related training models. Prequalification leads to invitation to tender for FY 2026-2028.

Requirements

• Eligibility and integrity: compliance with ITA rules, no conflicts of interest, anti-collusion, and not debarred; must meet tax and legal requirements; not related to public officers under prohibited statuses.
• Legal and financial: valid registration/incorporation; PIN/VAT; tax clearance; trading license; background/structure of firm; adequate financial capacity (liquidity, lines of credit, audited statements, turnover as specified in the PDS).
• Special considerations: YAGPO registration for Youth, Women and Persons with Disabilities; no prequalification disqualifications; limitations on subcontracting; transparency on ownership/control.
• Documentation: provide the documents listed in Section IV (Application Forms) and any other eligibility/qualification documents as per Section III.

How to Apply

• Clarifications: questions in writing by 17 June 2026; responses published as described in the PDS.
• Submission deadline: 29 June 2026 at 10:00 local time; late submissions rejected.
• Submission method: by postal service or hand/courier to the County Commissioner Bungoma; sealed envelope clearly marked with the ITT number (no electronic submission allowed for this prequalification).
• Documents to submit (as applicable): Application Submission Letter; Form ELI-1.1 and ELI-1.2; Form FIN-3.1 and FIN-3.2; financial statements for required years; evidence of tax compliance (Tax Clearance), PIN/VAT, trading license, registration; Confidential Business Questionnaire; sequential pagination; company profile; and any required declarations.
• Where to obtain documents: pricing via Public Procurement Information Portal or tenders.go.ke; hard copies for 1,000 KSh; electronic copies free from the PPIP portal. (see TENDER NO.24)
