Overview

Prequalification of contractors for construction and repair of water supplies and sewerage works, and provision for irrigation and drainage works. Suitable for civil/sanitation contractors with water, sewerage, and drainage experience; must have National Construction Authority registration, tax compliance, PIN/VAT, and be eligible under Kenyan public procurement rules. JV partnerships allowed under ITA provisions (subject to limits).

Requirements

• Eligibility and qualifications: comply with ITA rules, no conflict of interest, not debarred, and may form/join a JV as permitted. Public officers’ relatives are ineligible.
• Financial capabilities: demonstrate liquidity and access to working capital; provide audited financial statements for recent years; meet minimum average annual turnover.
• Documentation to establish qualifications: completed forms (Section IV), tax compliance certificate, PIN/VAT copy, certificate of incorporation/CR12, trading license, Confidential Business Questionnaire, and sequential pagination of the tender document.
• Subcontracting: may propose Specialized Subcontractors for certain activities; qualifications of those subcontractors may be added to the Applicant’s qualifications for evaluation (where applicable).
• Compliance and clarifications: respond to requests for clarification by deadline; adhere to PPRA anti-corruption and procurement rules.

• Submission method: sealed envelope submissions by post/hand/courier to the County Commissioner Bungoma; tender box at the Bungoma County entrance; no electronic submission option (unless specified otherwise in the PDS).
• Documents to submit: Application Submission Letter; Form ELI-1.1 and ELI-1.2; Form FIN-3.1 and FIN-3.2; Form EXP-4.1 and 4.2; company profile; tax clearance; PIN/VAT; certificate of incorporation; trading license; Confidential Business Questionnaire; and tender document must be paginated.
• Registrations/pre-qualifications: National Construction Authority registration; Kenya Revenue Authority tax clearance; PIN/VAT; valid trading license; incorporation/CR12.
