Overview

The Electoral Commission of South Africa seeks an enterprise-grade Privileged Access Management (PAM) solution, including software licensing, implementation, and three years of support and maintenance, for on-premises deployment with HA/DR across Production and Disaster Recovery environments. The bidder should be a capable PAM vendor or system integrator with experience delivering centralized privileged access governance, credentials management, session monitoring, analytics, and compliance reporting, aligned to standards such as ISO 27001, NIST, and POPIA.

Requirements

• Enterprise PAM platform with centralized management, HA/DR, vaulting, session monitoring/recording, analytics, audit logging, and cross-environment support (on-prem, cloud, hybrid).
• Privileged Credential Management, including password vaulting, rotation, SSH key management, and secret management.
• Privileged Session Management and Analytics, with recording, replay, real-time monitoring, behavioral analytics, and anomaly detection.
• Identity/Access Management integrations (AD/LDAP/MFA/SAML), SSO, RBAC, and MFA.
• Access governance features (JIT, break-glass, SoD, approval workflows, certifications).
• Compliance, audit, and reporting (tamper-proof logs, dashboards, SIEM/log export, evidence retention).
• Integration capabilities (SIEM, REST/API, ITSM, automation).
• Endpoint Privilege Management, vendor/third-party access, and mobile/remote access support.
• Security/hardening requirements (TLS, AES-256, tamper-proof logs, FIPS, secure APIs).
• Delivery/implementation within 3 months of PO; Centurion-based delivery; DR site in Centurion.
• Minimum vendor prerequisites: 3+ years’ experience; OEM/reseller authorization; three references; CV of installing resource; project plan; data sheets; pricing schedule.
• Pricing: complete, VAT-inclusive pricing with a 180-day firm quote; annual maintenance for 3 years; hardware/software/licensing costs included.
