Overview

Procurement of a Board Portal Software Solution for 36 months. Postbank SOC invites bids from software vendors capable of delivering a governance-focused board portal with Microsoft Teams / 365 integration, strong security, data sovereignty, and regulatory alignment (POPIA, GDPR, King IV). The solution should support digital board packs, e-signatures, approvals, multi-device access, and end-to-end governance workflows. Eligible bidders typically have board portal deployments in the public sector, with references, and a clear project lead.

Requirements

• Board Portal Software with: digital board packs, MS Teams/365 integration, e-signatures, task tracking, secure messaging, audit trails, multi-committee support, board directory, offline access, voting/approvals, and comprehensive security controls (RBAC, 2FA, encryption at rest/in transit, DR/backup, IDS, VPN, logging).
• Compliance: alignment with Companies Act, PFMA, POPIA, GDPR; King IV/King V governance.
• Security/Data: AES-256, MFA, data sovereignty with certified data centers; audits and vulnerability testing.
• Qualifications: Project Lead with 5+ years in board portal implementations; NQF level 6 in IT or PM; SAQA-logged foreign qualifications if applicable.
• Experience: minimum three public-sector reference letters (last 5 years) with contracts/awards.
• Deliverables: 36-month implementation plan, onboarding/training, system testing, feedback/close-out; robust support/maintenance proposal.
• Pre-qualifications: register on the Central Supplier Database (CSD); tax clearance compliance.
• Financial: pricing in Annex D; VAT-inclusive; separate quote on company letterhead.
• Documentation: complete and sign all SBDs/annexures (Annex A–G).
