Overview

Procurement of a Broad-Based Black Economic Empowerment (B-BBEE) management software solution for a period of 36 months. SAWS seeks a SaaS-based B-BBEE management system with automated scorecard calculation, evidence/document management, and governance reporting. Suitable for providers with B-BBEE, POPIA compliance, and SA-hosted solutions; must cover implementation, training, and ongoing support.

Requirements

• B-BBEE management software that supports the Generic Codes of Good Practice with automated scorecard calculations.
• Centralised electronic repository for B-BBEE evidence with audit trails and version control.
• Ability to generate verification-ready evidence packs/reports.
• POPIA compliance and secure data handling; hosting with backup and disaster recovery.
• Implementation, configuration, testing, user training, and ongoing South Africa-based support.
• Capability to perform mock verification audits and provide dashboards/reports for governance.
• Evidence of hosting/maintenance in SA and adherence to PFMA/GCC, with SLA post-award.
• Mandatory documentation: CSD registration or SARS Tax Compliance PIN; BBBEE certificate; SBDs (3.3, 4, 6.1); Annexures C, F, G, H, I as applicable.
