• Minimum functionality: demonstrated key personnel qualifications, team experience, and prior public-sector deployments; platform uptime of 99% (monthly average); disaster recovery with multi-location co-location and automated fail-over.
• Technical/operational: platform must support data import, training material, organisation-wide rollout, online help, user self-service, workflow-based submissions, and email-notified notifications.
