Overview

Procurement of a new building for KwaZulu Natal Regional Office. Open to Prime Contractors, consortia/JVs, and developers with the capacity to deliver and transfer a compliant building, aligned to NHLS requirements and South African building standards (e.g., SANS 10400), zoning, safety, and accessibility obligations. Bid validity is 180 days.

Requirements

• Compliance with PPPFA, GCC, and any special conditions; award requires signing a written contract.
• Tax compliance: provide SARS Tax Clearance or Tax Compliance Status (PIN) and, if a JV/consortium, a separate certificate for each party; CSD registration if no TCS.
• Central Supplier Database (CSD) registration or active CSD report.
• B-BBEE: submit valid B-BBEE status certificate or sworn affidavit; complete the Preferential Procurement Claim (SBD 6.1) as applicable.
• Mandatory documents completed: including SBD4 (Bidder’s Disclosure) and other Schedule 2–8 items.
• Technical/Mandatory: certificate of compliance for electrical and plumbing systems or a commitment to obtain prior to sale.
• Building specs and compliance: adhere to National Building Regulations (SANS 10400), fire, accessibility (including disabled facilities), parking, lifts where >2 storeys, etc.
• Right to appoint an Independent Property Valuator; cost borne by bidder; security clearances for staff as required; NDA for personnel.
• If subcontractors are used, provide signed work-split agreements and mandatory documents.
• Bids evaluated on price and specific goals (PPPFA), with the final award by NHLS TEC and CEO approval.

• Closing date/time: 30 July 2026 at 11:00, with public opening 11:30 (NHLS, Sandringham). No compulsory briefing session (NOT APPLICABLE).
• Submission: deposit in NHLS bid box at NHLS Procurement Tender Office, 1 Modderfontein Road, Sandringham (Johannesburg). Late bids not accepted.
• Submission format: one original, one hard copy, and one electronic copy (PDF) on USB; two envelopes:
  • Envelope 1: BID/Proposal Section (all documentation excluding pricing)
  • Envelope 2: PRICING Section (pricing schedule with detailed pricing)
  • Outer envelope contains both.
