Overview

Procurement of a Policy Development and Analysis Training Course for DCoG SMS and MMS officials. RFQ for a service provider to deliver a 4-day, in-department training with case studies and practical exercises, as detailed in Policy Development and Analysis Specification.pdf.

Requirements

• Accredited or recognised by a relevant professional body or SETA; the course need not be NQF aligned.
• Minimum five years’ experience in policy development, policy analysis, governance, or strategic management; proven experience facilitating executive/management-level training.
• Knowledge of policy formulation, implementation, monitoring, and evaluation; ability to provide practical examples relevant to the operating environment.
• Delivery must be face-to-face in the Department; target audience is SMS and MMS officials (approx. 20 members).
• Course content to include: course outline (Introduction to Policy Development, Policy Environment, Identifying Policy Problems, Policy Analysis, Stakeholder Analysis and Consultation, Policy Formulation, Policy Implementation, Monitoring and Evaluation, Policy Writing Workshop) plus case studies and practical exercises (e.g., drafting policies, stakeholder mapping, SWOT/PESTLE, policy briefs).
• Training aids/materials: provider to bring own laptop; supply training manuals/CDs or equivalent.
• Certificates: provider must supply a sample certificate of attendance before delivery.
• Payment: milestone-based (80% after classroom training; 20% after learners’ certificates are submitted).
