Overview

Procurement of a 3-year SAPS Labware LIMS maintenance and support contract. Bidders should be OEM/OSM (or registered Labware LIMS partners) with proven Labware LIMS support experience, able to deliver a full SLA, training, security/compliance, and ongoing upgrades for SAPS forensic labs (FSL Admin, Biology, Chemistry). Non-compulsory briefing on 11 Sept 2026 (via Teams); closing 29 Sept 2026; questions by 18 Sept 2026. Documents and processes are via the SITA portal (see RFB 3281-2026 documents).

Requirements

• OEM/OSM status or registered Labware LIMS partner (with evidence).
• Labware LIMS maintenance/support experience for at least one customer in the last 5 years; provide Table 7 details or reference letter(s).
• Compliance with Technical Product/Service Functional Requirements (Annex B: Addendum 1).
• Acceptance of all Special Conditions of Contract (SCC) and signed Declaration of Compliance (Section 4.3.2).
• Complete Third-Party Risk Assessment (Annex C) and related disclosures.
• Regulatory/standards compliance: ISO 9001; ISO/IEC quality standards; ISO27001; POPIA; ongoing compliance for the contract term.
• Security: company and personnel security screening, including SSA/DI where required; fingerprints and related documents.
• Business continuity and disaster recovery plans; staff training and knowledge transfer obligations.
• Confidentiality and non-disclosure obligations; execution of a non-disclosure agreement prior to commencement.
• Tax and BBBEE/commercial compliance (PINs, CSD, BBBEE status, etc.). (See SBD/Tax sections in standard documents.)

How to Apply

• Submission deadline: 29 September 2026, 11:00. Questions by 18 September 2026.
• Submission method: via the SITA-Supplier Oracle ERP portal (www.suppliers.sita.co.za); no hard copies or email submissions.
• Documents to submit: complete SBD forms (SBD 1, SBD 4, SBD 6.1) with BBBEE evidence, tax compliance, and all mandatory/returnable documents; sign the declaration of acceptance. Include the Pricing Schedule in the provided Excel (RFB 3281-2026 Price response.xlsx).
• Pre-qualifications: CSD registration on National Treasury; SARS Tax Compliance status (PIN or TCS); BBBEE verification certificate or sworn affidavit.
• Briefing session: non-mandatory on 11 Sept 2026; via Microsoft Teams (attendance must be recorded on the briefing register). See the Bid Specification for the join link and meeting details.
