• ICPAK membership/licensing or equivalent recognizing professional body (Kenya) (Tender Document).
• Bid security: Ksh 50,000, valid 170 days from bid opening (Tender Document).
• Proposals: Technical and Financial submitted in separate envelopes; stand-still and procurement rules apply (Tender Document).
• Standalone eligibility: no conflicts of interest; no participation by ineligible public officers; standstill period of 14 days (Data Sheet).
