Overview

Procurement of professional services for the design of rainwater harvesting at King Phalo Airport under an NEC3 Professional Services Contract (PSC). Airports Company South Africa (ACSA) invites bids from qualified firms with NEC3 PSC experience to deliver feasibility, concept and detailed design, documentation, procurement support, and related services for rainwater harvesting at King Phalo Airport (contract data and scope in the attached Contract Document For Rainwater Harvesting.pdf).

Requirements

• Key personnel with registered status: Project Manager (SACPCMP), Civil Engineer (ECSA), Mechanical Engineer (ECSA), Electrical Engineer (ECSA) as applicable; targeted functionality points in the evaluation document.
• Insurance: Professional Indemnity minimum of R5 million.
• Mandatory compliance documents: fully completed Form of Offer and Acceptance, SBD 3.3 priced offer, SBD 4 Disclosure Form, SBD 6.1 BBBEE Affidavit/Certificate, Confidentiality Agreement, Tax PIN (or SARS status), CSD number if no TCS, VAT, and Central Supplier Database registration where required.
• Tax and registrations: Tax compliance (TCS PIN or CSD) and SARS clearance; comply with SA tax and supplier rules.
• Evaluation criteria: mandatory functionality threshold (minimum 60/100 for functionality) followed by price and preference (80/20).
• Scope alignment: feasibility study, cost-effective, low-maintenance rainwater harvesting solution, and compliance with the Scope of Work in Part C3.
• Contract framework: NEC3-based with defined stages and 40-month completion from contract start (Stage 1–6 lifecycle).
