Procurement of Programmes and Projects Pricing, Costing, Framework and Tool for a Period of Two (2) Years to the DBSA

Overview

Procurement of a Pricing, Costing Framework and Tool for DBSA for a two-year period, to be delivered by a service provider with pricing, costing and/or software development capabilities. Bidders should be South African entities or compliant with SA procurement rules and have capabilities in professional services or IT/software delivery, with DBSA’s general requirements met (CSD registration, SARS tax compliance) and BBBEE verification.

Requirements

• South African bidders must meet DBSA’s general bidding requirements (CSD registration, SARS tax compliance, BBBEE verification).
• Submit on official forms; attach Annexure A (Price Proposal) and other compulsory returnables as listed (Annexures A-I).
• If bidding as a consortium, each entity must provide separate proof of TCS/PIN/CSD where applicable.
• Compliance with tax, CSD and BBBEE provisions for all parties; SA bidders may use TCS/PIN or CSD numbers as applicable.
• Electronic submission via OneDrive; no physical bids; contact for clarifications: KgomotsoSCM@dbsa.org. Briefing details exist but (Addendum 01) notes briefing may no longer be mandatory.

• Submission deadline: 23 October 2026 at 23:55 (closing time stated in the RFP).
• Submission method: Electronic submissions via the OneDrive submission link; no fax or email bids accepted.
• Documents to complete/submit: Official forms (Part A–D) and Annexure A (Price Proposal) plus Annexures B–I; include Part C checklist.
• Required registrations/pre-qualifications: CSD registration, BBBEE status, SARS tax compliance (PIN/TCS) as applicable; ensure all consortium parties provide separate tax/compliance evidence.
• Briefing/session details: Compulsory briefing originally; Addendum 01 indicates briefing is not mandatory; online via MS Teams on 14 Oct 2026 (details in the RFP) (Addendum 01).
