Overview

Procurement of upstream emergency-maintenance gates (25 pcs.) for Kaniv HPP, including manufacturing, factory testing, transportation, on-site testing, dismantling, installation and commissioning. Bidders should be experienced in heavy hydroelectric equipment manufacturing and installation, with capability to design, test, and commission gates, and to meet EIB/ESHS requirements. Eligible bidders include those from EU Member States, Ukraine, Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Georgia, Moldova and EEA contracting party states.

Requirements

• Demonstrated experience in manufacturing, supplying, testing, dismantling, installing and commissioning hydro-unit gates (minimum 6 gates) with span ≥12 m, primary load ≥29 MN, design head ≥25 m.
• Track record in similar contracts in the last 10 years, with substantial completion.
• Compliance with ESHS: ISO 14001 or ISO 45001/OHSAS 18001 or, if not, demonstrated corporate ESHS policies and adherence to ILO core conventions; environmental management, code of conduct, emergency response, fire safety, and occupational health and safety measures.
• Financial and legal: no history of unfavorable court/arbitration proceedings; pending litigation not exceeding 25% of net worth; evidence of economic/financial standing as required.
• Suitability and procurement rules: compliance with EIB guides and anti-fraud policies; English language, with Ukrainian copy mandatory in case of discrepancies.

• Submission deadline: 17/07/2026 11:00 local time (tender opening 11:30 via videoconference).
• Submission method: electronically via one password-protected zip archive uploaded to the Purchaser’s virtual cloud drive; archive must be encrypted with ZipCrypto and password-protected (12+ chars, from 3 character groups); max size 1 GB; archive must contain non-editable PDFs/JPGs; name format: date/time name of Participant.
• Access to upload: request access code by emailing o.hryshchenko@uhe.gov.ua with copies to i.melnyk@uhe.gov.ua and ya.lykhatska@uhe.gov.ua no later than 24 hours before the deadline; access opens 72 hours before deadline; after submission, send the unzip password within 30 minutes of deadline to the same addresses.
• Documents to submit: one password-protected zip containing all required documents under ITP 10, non-editable; after upload, bidder confirms submission by email.
• Language: English (Ukrainian copy mandatory); in case of discrepancy, English prevails.
