PROFESSIONAL AUCTIONEERS FOR ASSET DISPOSAL SERVICE FOR THE PERIOD OF THIRTY-SIX (36) MONTHS

Overview

Procurement of Professional Auctioneers for Asset Disposal Services over a 36-month period. éDumbe Local Municipality seeks bids from experienced auctioneers (SAIA or equivalent registration) with a Fidelity Fund Certificate or professional indemnity insurance, to manage end-to-end asset disposal in line with MFMA/SCM. Evaluation uses an 80/20 price/preference split, with 20 points for Local Economic Development (within éDumbe, KZN, or broader SA).

Requirements

• Valid registration with a recognized professional body (SAIA or equivalent) and proof of Fidelity Fund Certificate or professional indemnity insurance.
• Tax compliance: SARS PIN/TCS; if no TCS, provide CSD number; separate TCS for each consortium party.
• Returnable documents: completed MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9), company profile, SARS PIN, company registrations, CSD summary, SAIA registration, and FFC/PII.
• Demonstrated experience: minimum of 4+ municipal/public sector asset auctions; CVs for lead auctioneer and key team; evidence of past appointment letters and references.
• Pricing: clear schedule showing commission on gross sales and explicit disclosure of any disbursements (marketing, cataloging, venue).
• Compliance: bid submission must be on official forms; no bids from state officials; attention to specific goal documentation for B-BBEE/LOC contributions.
