Overview

Proposals are sought to compile a GRAP-compliant fixed assets register, unbundle infrastructure assets, perform conditional assessment and valuation of assets (three-year contract). Suitable bidders are service providers or consortia with proven municipal financial asset-management expertise, including GRAP, asset unbundling, and valuation capabilities. Requirements

• SAICA CA(SA) director: at least one service-provider director must be SAICA-accredited and in good standing.
• Team qualifications: project leader with accounting/engineering/valuation expertise; project team with relevant registrations (ECSA, SAGC, SACPVP) as applicable; detailed CVs and qualifications.
• Deliverables: GRAP-compliant fixed asset register, asset unbundling, asset valuation, GIS linkage, audit-ready working papers, SAP/MSCOA-ready listing, and skills transfer.
• Evaluation: Two-stage process (functionality then 80/20 with specific goals); minimum threshold 65/85 points; live system demonstration for Stage 2.
• Compliance: CSD registration, SARS Tax Compliance Status, VAT considerations; adherence to SCM policies, PFMA, and GRAP.
• Insurance: third-party liability (R1,000,000) and professional indemnity insurance; SLA post-award.
• Tender briefing: compulsory attendance; 1 representative per company.
