PROPOSED COMPLETION OF VOI LAW COURTS

Overview

The Judiciary invites sealed bids for the Proposed Completion of Voi Law Courts (a Works Contract) under an Open Tender. The project is open to all qualified tenderers meeting Kenyan PPRA rules, anti-corruption and conflict-of-interest provisions, with foreign bidders subject to nationality and 40% local-content requirements; the approximate budget is 1.5 million KES. Closing details and tender documents reference are found in the attached Tender Document (Blank Tender Document). Tenders are to be submitted in Nairobi for the closing on 3 November 2026.

Requirements

• Compliance with PPRA/Kenya procurement rules and anti-corruption declarations; no debarment.
• Tender security of 1,500,000 KES, valid for 150 days from closing date; security in eligible form (bank guarantee, IRD, etc.).
• Tender validity for 120 days from the closing date.
• Foreign bidders must meet nationality and 40% local-content requirements; evidence to be provided.
• National Construction Authority registration required before contract award; tax clearance certificate; JV rules if applicable.
• JV flexibility: may form a joint venture; maximum number of JV members specified in TDS; each member liable for the contract.
• Eligibility checks: no conflicts of interest; no participation by debarred entities; conformity to environmental and procurement regulations.
• Full documentary proof of ownership/control and potential conflicts as part of qualification (per ITT 19).

How to Apply

• Obtain tender documents from the Judiciary website and PPIP (see Blank Tender Document for full ITT). Clarifications in writing at least 5 days before closing; addenda posted online.
• Submit completed tender documents in plain sealed envelopes to the Tender Box at the Main gate, Supreme Court entrance, Nairobi; addressed to the Chief Registrar of the Judiciary.
• Submission deadline: 3 November 2026 at 10:00 (late tenders rejected). Tenders opened publicly after deadline.
• Required documents include: Form of Tender, priced Bills of Quantities, Tender Security, Joint Venture Agreement (if applicable), qualifications and technical proposal, and any other documents per the Tender Data Sheet.
• Tender security options: bank guarantee, irrevocable L/C, or equivalent (valid to cover extensions).
• Pre-tender meeting/site visit if specified in the TDS; minutes and addenda published publicly.
• Required registrations: National Construction Authority; Kenya Revenue Authority tax clearance.
