Overview

Requirements

• Open national tender with AGPO – WOMEN reservation; eligibility in line with AGPO requirements.
• Compliance with Public Procurement rules: no public officers or debarred entities; no conflicts of interest; anti-corruption provisions.
• JV rules: joint ventures allowed; all members jointly liable; JV agreement or letter of intent required.
• National Construction Authority (NCA): registration required before contract signature (not a tender prerequisite).
• Local content: foreign bidders must source at least 40% of inputs from Kenyan suppliers; evidence to be provided.
• Tax compliance: valid tax clearance certificate or exemption.
• Documentation: Form of Tender, priced Bills of Quantities, Tender Security or equivalent, qualifications, technical proposal, and any JV documentation.
• Financials: prices in Kenyan Shillings; all duties, taxes, and levies to date of tender included.
• Tender validity: as specified in the Tender Data Sheet.

• Prepare and submit a sealed bid: original plus copies in the designated envelope(s), serialized pages, and all required forms.
