• Compliance with Public Procurement and Asset Disposal Act; sign Certificate of Independent Tender Determination.

• Foreign input rule: foreign tenderers must source at least 40% of inputs from Kenyan suppliers.
• National Construction Authority registration required before contract signature (not a tender condition but contract condition).
• Tax clearance certificate evidence for Kenyan tenderers.
• Tender security or tender-securing declaration; period of tender validity (126 days as stated in ITT).
• Documents to establish eligibility/qualifications (e.g., JV agreements if applicable) and a technical proposal.
