PROPOSED CONSTRUCTION OF OPTION 1 BASIC MODEL DIGITAL HUB IN AREA OF 175 SQM AT KINUNGI CHIEF’S OClosed

Overview

Procurement of the proposed construction of a 175 sqm JITUME ICT Hub at Kinungi Chief’s Office, Naivasha East Ward; open tender open to qualified contractors. Target bidders are building contractors with NCA category 8+ (and above) registration, and who can meet tax, corporate, and procurement eligibility requirements. Requirements

• NCA registration: category 8 and above for building works, with current annual practicing license (3.12; NOTICE).
• Tax compliance: valid Tax Compliance or tax exemption certificate from KRA (NOTICE).
• Corporate proof: evidence such as CR12 showing directors/owners; for sole proprietors, CR12 may not be attached (NOTICE).
• Bid security: bid bond of KSh 76,000 valid for 150 days (NOTICE).
• Tender documents: fully completed, signed and stamped Form of Tender; include Confidential Business Questionnaire, Certificate of Independent Tender Determination, Self-Declaration (NOTICE).
• Subcontracting/JV: if a joint venture, submit JV agreement or letter of intent to execute, with representative authorized to act for the JV (11.2; 4.1-4.2 in ITT; TENDER DOC).
• Other: signed power of attorney if signatory is not a director; evidence of not being debarred; current trading license; and compliance with general procurement rules (NOTICE).
• Local content: foreign bidders must demonstrate at least 40% local inputs (3.10; TDS references in ITT).

Notes: NCA registration is a prerequisite for contract award, not just tendering (3.12; NOTICE). Foreign bidders and JV arrangements have specific conditions (3.10, 3.11; ITT).

• Obtain documents from PPIP Portal: www.tenders.go.ke (and PPIP/TDS notices); documents may be downloaded electronically, free of charge (TENDER DOC; NOTICE).
• Prepare and submit: one original + copies as required, in sealed envelopes with “ORIGINAL” and “COPIES” markings; include any alternatives if permitted (21.1; 20.1) and ensure proper page serialization (8-9; TENDER DOC).
