Overview

The Kwale County Government invites bids for the Proposed Development of Projects Monitoring System (Investment Dashboard), a comprehensive information system for monitoring and reporting project investments. Eligible bidders with IT/ICT, data-integrated dashboarding and project-monitoring expertise should consider bidding, in line with the ITT and procurement rules.

Requirements

• Eligibility and integrity: comply with Public Procurement and Asset Disposal Act 2015; provide anti-corruption declarations; not debarred; avoid conflicts of interest.
• Ownership and partnerships: JV rules apply; partners jointly liable; must appoint a representative; avoid cross-tendering conflicts.
• Local/national content: foreign tenderers must source at least 40% of inputs from national suppliers.
• Tax and registrations: valid tax clearance certificate; any required Kenyan registrations as defined in the TDS.
• Tender security: provide a tender security of KES 68,000 from PPRA-listed providers.
• Information System conformity: evidence of eligibility and conformity of the proposed Information System (origin, compliance with technical requirements, Preliminary Project Plan, integration responsibility).
