Overview

Procurement of road works for grading and muraming the Bwagamoyo to Kanyumbuni Road in Mwawesa Ward; open national tender. Prospective bidders should be road-works contractors with earthworks/gravelling capability, and must meet Kenyan procurement requirements (including National Construction Authority registration and tax clearance) and the ability to source local inputs if foreign.

Requirements

• Eligibility and qualifications per ITT (JV allowed, no public officers, no conflicts, not debarred).
• National Construction Authority registration required before award; tax clearance from KRA; compliance with PPADA Act and anti-corruption rules.
• Tender security of Ksh 200,000; tender validity 119 days.
• Complete Form of Tender, BOQ, technical proposal, JV agreement if applicable, and other documents listed in the Tender Documents.
• For foreign bidders: minimum 40% inputs from Kenyan suppliers; nationality/ownership disclosures; sector compliance.
• Site visit/pre-tender meeting as applicable per Tender Data Sheet (TDS); addenda may adjust requirements.

• Deadline: completed tenders due 3 July 2026 (1000 Hrs); tenders opened 10:30 at Kilifi complex; electronic submission allowed via the IFMIS portal. (see INVITATION TO TENDER)
• Submission method: electronic via https://supplier.treasury.go.ke (and/or hand delivery as indicated).
• Documents to complete/submit: Form of Tender; priced Bills of Quantities; Tender Security or Tender-Securing Declaration; JV agreement if applicable; qualifications and technical conformity documents; any other TDS-listed documents. (see SECTION IV)
• Registrations/pre-qualifications: National Construction Authority registration; tax clearance; foreign bidder inputs rules; debarment checks.
• Briefing/site: pre-tender meeting/site visit details to be specified in the TDS; attendance optional.
