Overview

Procurement of the proposed rehabilitation of the Matuga KSG road in Waa/Ng'ombeni Ward. This is an Open National Tender open to qualified road/ civil works contractors with relevant experience and certifications.

Requirements

• Eligibility and integrity: JV allowances; no conflicts of interest; not debarred; declaration of non-collusive and non-corrupt practices; ability to be audited; Certificate of Independent Tender Determination.
• Nationality and local-content: foreign bidders must source at least 40% of inputs from Kenyan citizens; JVs with foreign participation may require exemptions; National Construction Authority registration required before contract award; tax compliance certificate.
• Staffing, ownership, and pre-qualification: disclose ownership/control; avoid single tender participation conflicts; comply with statutory registration and compliance requirements.

• Technical and environmental compliance: provide a technical proposal; develop an Environmental Management Plan (within 4 weeks of order) and submit progress reports; comply with environmental and safety provisions (NEMA, signboards, etc.).
• Local bidding rules and contract administration: adhere to PPADA/PPRA guidance; potential pre-tender site visit or briefing; addenda may be issued; questions in writing (with responses to all bidders).
