• Non-refundable tender document fee of KSh 1,000 (hard copy); electronic copies via website are free.
• National Construction Authority registration required before contract signature.
• Tax clearance certificate valid for tender process.
• Foreign bidders: minimum 40% local input; JV arrangements allowed with clear liability.
• No conflict of interest; disclose owners/control, and relationships with the Procuring Entity.
