Protective Clothing tender document

Overview

Supply and delivery of uniform and protective clothing for éDumbe Local Municipality employees. This open tender (BID EDUMT13/2026/27) covers PPE uniforms and protective garments, with a closing date of 02 November 2026 at 12:00. Suitable bidders are experienced PPE suppliers, uniform manufacturers and textile/garment houses able to meet SABS/quality requirements and the municipality’s local-goal preferences.

Requirements

• Complete and submit MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and all compulsory tender returnables; attach a signed company profile and evidence of previous work.
• Tax compliance: SARS PIN/TCS status or a printed TCS certificate; where applicable, CSD number; foreign suppliers must complete Part B3 forms.
• Proofs: Valid SARS tax pin; VAT registration; certified IDs of directors; company registration; CSD summary; joint venture agreements if applicable; proof of municipal account (where rural-based).
• Functionality criteria: SABS quality certificates; experience letters; bank rating letter; proof of a business fleet (log book in company/director name or lease with log book).
• Specific goals for 80/20/80/20 system: Local Economic Development within eDumbe (10 points) and Zululand District (5), Youth Empowerment (10); provide required proofs (Statement of municipal account, lease/address proof for rural-based, CK & BBBEE documents).
• Sample verification (Stage 2): top bidders may be asked to submit PPE samples within five days; samples assessed for compliance with mandatory specs; non-compliance may disqualify.
• Other: Document availability fee (R409.23); compulsory submission of all required documents; late, incomplete, faxed or emailed submissions will not be accepted.

• Submission method: Sealed envelopes clearly marked with the Tender Number & Project Name, deposited in the Tender Box at éDumbe Local Municipality, 10 Hoog Street, Paulpietersburg 3180.
• Documents to complete/submit: Official bid forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and the tender returnables listed in the tender document; evidence of tax/compliance, registration, and city/municipal proofs.
• Pre-qualifications/registrations: Tax Compliance status (TCS PIN) or SARS e-filing; CSD number if no TCS; foreign-supplier questionnaire if applicable.
• Briefing session: None (no briefing session).
