Overview

Provision and supply of Local Government Legislation Packs to newly elected municipal councilors. This tender targets service providers with expertise in legal publishing, legislative information services, or related public-sector publishing, capable of compiling, updating, indexing and delivering large packs (2500 boxsets) of current local government legislation.

Requirements

• Demonstrated experience in legal information services or legislative publishing; provide references and evidence of similar contracts.
• Ability to compile, publish, maintain and update legislation; include CVs for key personnel and evidence of editorial/QA capability.
• Access to current legislative sources (Government Gazettes, Parliament, Juta/LexisNexis/Sabinet etc.); supply a letter confirming access.
• Compliance with tax and procurement rules: SARS Tax Compliance PIN or Tax Clearance, CSD registration (and separate PINs for JV/consortia); VAT considerations.
• Central Suppliers Database (CSD) registration for each party; ensure documents are current and accurate.
• Deliver 2500 boxsets, each with 17 booklets of specified Acts/regulations, fully indexed, up-to-date and properly referenced.
• Complete required bid documentation (SBD 3, SBD 4, SBD 6.1) and adhere to general and special contract conditions.

Notes: The 80/20 preference point system applies; contract period is 24 months with a 120-day bid validity. Pricing must be firm and inclusive of VAT.
