Provision of a 10G LAN PHY L1 transparent wavelength circuit service between SANSA Hartebeesthoek and Teraco Isando for five years; target bidders are established telecoms/ICT providers with ICASA ECNS/IECNS and ECS/IECS licenses, CSD registration with compliant tax status, and the capability to deliver end-to-end, diverse-route 10G circuits.

Requirements

• Fully completed bid document and returnable forms (SBD 1, SBD 4, SBD 6.1, SBD 6, SCC, GCC) plus Pricing Schedule and Form of Offer/Acceptance.
• Central Supplier Database (CSD) registration with compliant tax status; SARS PIN or TCS; separate TCS for consortia if applicable.
• ICASA ECNS/IECNS license and ECS/IECS license (attach copies).
• Tax compliance: PIN or TCS certificate; provide CSD number if no TCS.
• Specific-goal preference: 51% black-owned; 40% black women-owned; 51% youth-owned; provide proof.
• Test/acceptance evidence: RFC 2544 or EtherBERT plus iperf; uptime 99.2% monthly; MTTR <4h; rebate provisions for downtime.
