Overview

Provision for Banking Services for Matatiele Local Municipality. Bidders should be commercial banks with proven public-sector banking experience, capable of interfacing with accounting systems (MUNSOFT and PAYDAY), offering a consolidated online cash management system with strong access controls, and maintaining a Matatiele presence or demonstrable branch accessibility. The contract follows PPPFA 80/20 and requires robust confidentiality and fraud protection measures.

Requirements

• CSD registration with a full report.
• Complete MBD 3.3, 4, 8, 6.1 & 9 forms and annexures.
• Ethics Commitment Form and Authority to sign Form.
• Prices quoted must be firm and inclusive of VAT.
• Joint Ventures Agreement signed by all parties.
• Compliance with Matatiele SCM Policy and PPPFA 80/20; minimum functionality threshold (70 points) to proceed.
• Functionality criteria: interface with MUNSOFT/PAYDAY; demonstrated online cash management; implementation plan; security against fraud; public sector banking experience; Matatiele branch presence or proof of alternative access; staff qualifications and CVs for senior banking staff.
• Branch presence: Matatiele branch preferred; proof of lease or equivalent.
• Documentation to verify public sector banking experience and references.

• Submission deadline: 07 July 2026 at 10:00; tenders opened publicly after closing at Mountain View BTO Offices, R56.
