Overview

Provision for “flight operations management” software programme for five years, procured by Eskom/NTCSA, via open-tender. Bidders should be able to deliver a software suite for flight scheduling, generating quotations, billing, reconciling aviation projects/jobs, and monthly operational reporting, with ISO 9001-based quality management, OHS/compliance, and NEC3-style contract provisions.

Requirements

• ISO 9001-based Quality Management System (QMS) compliance or evidence of operation (per 240-105658000).
• Quality management deliverables: QMS documentation, Draft Contract Quality Plan (ISO 10005), internal audits, and related records (per 240-105658000).
• Tax clearance certificates (local and foreign with SA footprint as applicable).
• Local content and other statutory/compliance declarations (SBD 1, SBD 6.2 where applicable; CPA-related annexures E/F).
• Non-disclosure and confidentiality obligations (NTCSA NDA 559-1369198539).
• Returnables to tender: Basic Compliance, Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s particulars (Annexure C), Integrity Declaration (Annexure D), CPA-related Annexures (E/F), and SBDs (Annexure G) with PDF/Excel submissions (see ITT).
• Safety/Environment: Eskom OHS and Environmental requirements (OHS Spec and related forms).
• Contract framework: NEC3 Term Service Contract (TSC3) structure and pricing data; CIDB registration not required (CIDB: N/A).
• Documentation and scope references: Signed Scope of Work (Flight Operations Management Software) and Pricing Schedule (Annexure J).
