Overview

Provision for security services (guard services) for Bungoma County, to supply trained security personnel under a prequalification process for the 2026/2027-2028 period. The contract number is BGM/CNTY/011/2026-2028, and bidding follows a prequalification leading to a National Competitive Bidding process. Requirements

• Eligibility and compliance with ITA provisions; no disqualification for conflict of interest or PPRA debarment.
• Valid Tax Compliance Certificate, PIN/VAT registration, and a current trading/business permit.
• Certificate of Incorporation/Registration and Confidential Business Questionnaire; certificate of good conduct.
• Evidence of financial capacity (liquidity, credit lines, audited statements for recent years).
• Demonstrated security-guard operations experience and references; capacity to provide proposed number of guards and services.
• If a joint venture, clear JV structure and authorization; all members liable and represented.
• Tender must be serialized on every page; submission of Form of Tender and supporting eligibility/qualification documents.

• Submission method: sealed envelopes submitted by post, hand/courier, or deposited in the tender box at the County Commissioner Bungoma entrance; clearly marked with the tender number.
• Documents to submit: Application Submission Letter; Form ELI-1.1; Form ELI-1.2 (for JV); financial statements; tax/compliance certificates; PIN/VAT; business license; Certificate of Incorporation; Confidential Business Questionnaire; company profile; and any other documents listed in the ITA/PDS (Section IV).
