Overview

Procurement of water meter reading services for a period of 36 months by Amajuba District Municipality. Suitable for service providers with meter reading, data capture, GPS tracking, POPIA-compliant data handling, and revenue-management capabilities; bidders must be registered on the Central Supplier Database (CSD) and meet tax/COMPLIANCE prerequisites. Requirements

• Central Supplier Database registration or provision of CSD details and tax status; SARS PIN/TCS compliance; consortia require separate TCS/CSD for members; foreign suppliers to complete pre-award questionnaire.
• Tax compliance: SARS PIN/TCS certificate or printed TCS with bid; e-filing registration possible.
• Proof that company and each director do not owe municipal rates/taxes (not older than 90 days); directors’ and company’s municipal statements or affidavits.
• CVs with qualifications, COIDA registration, and minimum public liability insurance (R1 million).
• Detailed project proposal with methodology, GPS-enabled data capture, device/software compatibility with mSCOA, data security (POPIA), and potential for upgrades.
• Equipment: handheld devices (5MP+), GPS, secure data transfer to the billing system; no mandatory e-portal/Smart metering.
• Compliance with MBD forms (MBD1, MBD4, MBD6.1, MBD8, MBD9) and returnable documents (IDs, bank details, CSD copy, JV CKs if applicable).

• Submission method: sealed bid in the Municipality’s bid box at the Reception, B9356 Amajuba Road, Section 1, Madadeni.
• Documents to submit: official MBD forms (1, 4, 6.1, 8, 9), tax clearance or PIN, CSD proof, company registration, ID copies of directors, municipal rates proofs, bank details, and the required project proposal. (see MBD forms section)
• Pre-qualifications: CSD registration; SARS TCS/PIN; COIDA; municipal rates clearance; proof of public liability insurance.
• Briefing: none compulsory.
