PROVISION, INSTALLATION AND SUPPORT OF A LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS) FOR A PERIOD OF 36 MONTHSClosed

Overview

This RFQ seeks the provision, installation and 36-month support of a Laboratory Information Management System (LIMS). Overberg Water invites bids from vendors with LIMS implementation experience, ISO17025:2017 alignment, hosting capability, and ability to integrate with laboratory equipment, with detailed Returnable Schedules and compliance requirements.

Requirements

• Technical brochure for the LIMS (covering software, services).
• Complete and sign all Returnable Schedules (SBD1, SBD4, SBD6.1), BBBEE certificate or sworn affidavit, CSD registration, tax compliance PIN, and VAT status; COIDA/insurance as applicable; CIDB details for JV if relevant.
• Demonstrated LIMS experience: working experience with provision, installation and support; positive client reference letters with project timeframes.
• Technical specifications: web-based LIMS; browser compatibility (Chrome/Edge/Opera); audit trail; instrument and sample management; DMS and COA handling; ISO17025:2017 compliance; capacity to integrate with microbiological/chemical analysers and lab equipment.
• Hosting/Hosting-related: hardware hosting, secure servers with data storage for at least 5 years; target average TTFB <200 ms; network/floating licenses if proprietary; multiple user access levels.
• Implementation plan: clear project plan and a Gantt chart; commissioning within the project scope; rollout to satellite labs after central lab.
• Data ownership and return: loaded data remains Overberg Water’s property; data returned if hosting/contract ceases.
• Pricing: complete Pricing Schedule (hardware/hosting, licences, installation, customization, training, testing, support, etc.) with VAT, contingencies, and 90-day bid validity.
• Preferences: BBBEE and local (Western Cape) considerations; evidence supported by CSD/B-BBEE documentation.

• Documents to submit (where applicable): Returnable Schedules (SBD1, SBD4, SBD6.1), Pricing Annexure A3, Price Schedule, BBBEE documentation, CSD/CIPC documents, ID of signatory, proof of authority, tax PIN/CSD numbers.
• Registrations/pre-qualifications: National Treasury CSD registration; SARS Tax Compliance PIN; COIDA letter/insurance as required.
