Overview

Provision of commercial banking services for the Gert Sibande District Municipality for five years (01 Sept 2026 to 30 Aug 2031). This is an open-tender for experienced banks; compulsory briefing; evaluation follows 80/20 as per PPPFA; bids must be submitted in person to the Ermelo bid box.

Requirements

• 80/20 evaluation: 80 points for price, 20 for GSDM-specific goals; functionality threshold of 105/150 to progress.
• Functionality criteria (mandatory to qualify):
  • Registration with the South African Registrar of Banks; National Treasury approval; Financial Sector Conduct Authority; Automated Clearing Bureau; Payment Association of SA.
  • Past experience with banking services for municipalities (10+ municipalities for top score).
  • Formal qualifications for accounts manager (degree/diploma plus business banking certificate).
• Compliance: tax compliance (SARS PIN/TCS), CSD registration, no vacancies under state service; BBBEE requirements.
• Returnable documents (MBDs A–L and related forms) must be completed; Annexures and signatories as required.

• Compulsory briefing session: 21 May 2026, 11:00, GSDM Level 2 Auditorium, Ermelo (address in metadata).
• Submission: sealed envelope marked with tender number and bidder name; deposit in the Gert Sibande District Municipality bid box (Ermelo) before 12:00 on 30 June 2026; bids opened in public.
• Documents to submit: complete official bid forms (MBD1 and Forms A–L), company/JV documents, tax/pin, CSD, BBBEE, and contract readiness (MBD7 for contract if successful).
• Required registrations: CSD, SARS Tax PIN, and relevant banking/financial registrations listed in the evaluation criteria.
