PROVISION OF A DIVE VESSEL FOR PetroSA IN MOSSEL BAYClosed

Overview

Procurement of a Dive Vessel (Platform Supply Vessel) for PetroSA in Mossel Bay, for a 3-year term, with two options: (1) DP2 PSV and (2) DP2 PSV with integrated dive systems, ROV and deep saturation diving capabilities. Bidders should be offshore marine service providers with DP2 PSV experience and, for Option 2, diving, ROV, and saturation diving expertise; must meet local content and BBBEE considerations.

Requirements

• Vessel and capability: Option 1 – Platform Supply DP2 vessel; Option 2 – DP2 PSV with integrated dive systems, ROV (work class), mixed-gas air dive, 9-man saturation system, diving to 200 m.
• Compliance and registrations: be a PetroSA-approved supplier on the eProcurement Portal; register on the National Treasury Central Supplier Database; upload POPI documentation; submit BBBEE proposal (SBD5) and related improvement plan.
• Documentation: provide the Draft Charter Agreement, Scope of Work, and BBBEE Proposal with the tender (and any SBD forms).
• Evaluation: compliance with critical safety and performance criteria; evaluate deviations only if disclosed with evidence; price and BBBEE status determine preferential points (80/20 or 90/10).
• Subcontracting and due diligence: adhere to BBBEE/subcontracting rules (e.g., min. 30% subcontracting to eligible BBBEE entities on larger contracts; fronting prohibited) and undergo PetroSA due diligence prior to award.
