Overview

Provision of forensic investigation services to Nongoma Local Municipality. The municipality seeks a qualified firm to conduct a forensic investigation on a project, addressing deliverables vs BoQ, deviations, value-for-money, risks, potential UIFW and fraud, stakeholder interviews, compliance with applicable legislation, and recommendations for internal controls. Completion is within 90 days of appointment. Suitable bidders are professional service providers with Criminology/Forensic Studies and/or Law qualifications, municipal project experience, and ability to work under the General Conditions of Contract; CSD registration and tax clearance are mandatory.

Requirements

• Compulsory returnable documents: MBD1, MBD3.3, MBD4, MBD6.1, MBD8, MBD9 (fully completed and signed).
• Compliance registrations: Central Supplier Database (CSD) registration and CSD number; Tax Compliance PIN or SARS TCS; for foreign bidders, pre-award questionnaire.
• Qualifications for key personnel: Criminology/Forensic Studies qualifications; CVs; proof of professional registration (e.g., Attorney/LPC if applicable).
• Evidence of financial standing and ability to supply services may be scrutinised; not listed on National Treasury tender defaulter or restricted suppliers lists.
• Additional documents: IDs for directors, authority for signatory, company registration documents, proof of address, municipal utility bills matching CSD, etc.
• Evaluation framework: minimum functionality score of 70/100; then 80/20 PPPFA scoring with 20 points for specific goals (HDI Women, HDI Youth, RDP in KZN).

• Submission deadline: 6 August 2026 at 12:00; late or non-compliant bids will be rejected. Submit to the Tender Box at Lot 103 Main Street, Nongoma (sealed envelope), or per the official process (as per Tender Document).
• Submission method: hand-delivered to the address; no email/fax submissions.
• Documents to complete: use official forms (MBD1, MBD3.3, MBD4, MBD6.1, MBD8, MBD9) and the Pricing Schedule; include the Certificate of Independent Bid Determination (MBD9).
