Overview

Procurement of a Labour Carrier Transport on an ad-hoc basis for 36 months. Open to transport service providers with ownership or LOI for Labour Carrier Transport, able to meet MLM SCM/PP framework, and compliant with tax, municipal, and B-BBEE requirements.

Requirements

• Valid Tax Compliance Status (TCS PIN) or proof via CSD; CSD registration not older than 30 days.
• Full municipal accounts for the bidder and its directors (not in arrears >90 days) or valid lease agreement.
• Proof of ownership of a Labour Carrier Transport or a valid Letter of Intent.
• Completed compulsory returnables: MBD 1, MBD 2, MBD 3.1 (Pricing), MBD 4, MBD 6.1, MBD 7.1 (Parts 1 & 2), MBD 8, MBD 9; Schedule 1–7; Enterprise Questionnaire.
• Central Supplier Database (CSD) registration report (not a summary).
• Certified copies of company/ directors’ IDs and company registration; Letter of Authority to sign bid.
• Evidence of ability to subcontract at least 30% of work to entities within Mkhondo jurisdiction.
• Minimum functionality score of 55/100 (Second Stage) to proceed to price + preferences evaluation.
• Compliance with PPPFA 2022, GCC 2015, and MLM procurement policies; no disqualifying conflicts or in-arrears status.

• Submission deadline: 10 July 2026 at 12:00; bids deposited in the sealed bid box at No. 33 Corner Market and De Wet Street, eMkhondo. No late submissions. No public opening.
• Submission method: on the official bid documentation; black permanent ink; envelopes clearly marked with Tender No and closing date.
• Documents to submit: fully completed MBD forms (1, 2, 3.1, 4, 6.1, 7.1 Parts 1 & 2, 8, 9), Schedule 1–7, CSD registration, tax details, municipal accounts, proof of Labour Carrier Transport ownership/LOI, Letter of Authority, and any JV documentation (if applicable) (see attached document for detail).
