Overview

Provision of a service provider to conduct a large-scale socio-economic household survey. The City of Cape Town (Policy and Strategy) seeks a bidder to design and implement a 24-month, large-scale face-to-face household survey using probability sampling, with robust data management, safety, and compliance capabilities. Open tender; submission closes 29 July 2026.

Requirements

• Minimum functionality: 70/100 points (per Schedule F.13 and evaluation criteria) to be considered responsive.
• Eligibility and compliance: adherence to the SCM Policy; tax compliance (SARS); registration on the CCT Supplier Database and on the National Treasury CSD.
• Key personnel (scheduled in Schedule F.13): designate a Project Manager, Fieldwork Manager, and Data/Quality Control Manager with defined qualifications and experience.
• Experience requirements: multiple large-scale household surveys, including a random probability sampling design and substantial fieldwork; demonstrated capability to conduct face-to-face interviews.
• Technical proposals must cover: Fieldwork approach, Sample design, Communication plan, Health and Safety plan, Data management/quality assurance (including data security and GPS validity checks, 10% data verification, daily data sharing).
• Sector-specific capabilities: experience in informal settlements; willingness to share programmatic data access and adhere to POPIA.
• Documentation: complete Schedule F.13 series, and other returnable documents as specified.

How to Apply

• Clarification meeting: 10 July 2026 (Microsoft Teams; strongly recommended, not mandatory).
• Submission: one tender offer in a sealed envelope to the Tender Box at Civic Centre, 12 Hertzog Boulevard, Cape Town (Tender No. 290C/2025/26). If too large, request alternate submission instructions; ensure envelope clearly states tender details.
• Submission timing: closing date 29 July 2026 at 10:00. Late tenders will not be considered.
• Documents to submit: completed Form of Offer and Acceptance, Schedule F.13 (A–C), Price Schedule, returnable documents, tax clearance PIN, and proof of SARS tax compliance; confirmation of CSD and Supplier Database registrations; any other returnable schedules listed in the tender.
