Provision of AD-HOC PROFESSIONAL ENGINEERING SERVICES FOR UPGRADING AND CONSTRUCTION OF ROADS & STORMWATER INFRASTRUCTURE WITHIN MSUNDUZI MUNICIPALITY. Open-tender for suitably qualified professional service providers in roads, stormwater, structural/transportation engineering, and related RAMS services.

Requirements

• Labour Intensive Construction (LIC) capability with a Project Leader holding LIC NQF L7.
• Project Leader must be professionally registered with ECSA and have at least 5 years post-registration civil engineering experience.
• Valid Tax Clearance Certificate with SARS verification pin; CSD Supplier Number and Unique Registration Reference Number.
• Minimum 51% South African Black ownership; Locality preferences: within Msunduzi (10 points) / within uMgungundlovu (5 points).
• Completion of mandatory data sheets and tender forms (incl. MBD4, MBD3, MBD8, MBD9) with Commissioner where applicable.
• Two-stage evaluation: Stage 1 Functionality (based on sector-specific criteria) and Stage 2 80/20 PPPFA scoring (specific goals).

• Tenders in sealed envelopes marked “SCM 5 OF 26-27” and Contract Description must be in the Tender Box at Central Stores, 2 Abattoir Road, Pietermaritzburg, by 12h00 on 17 August 2026 (public opening).
• Submit: fully completed Tender Form (handwritten or typed, signed); Pricing Schedule; Annexures; Data Sheets (MBD forms); VAT/tax documentation; CSD and SARS verification where applicable.
• Pre-qualifications: register on CSD; provide CSD Supplier Number and Unique Registration Reference; Tax Clearance Status Verification Pin.
• Briefing/site inspection: conducted as part of the tender process; certificate of attendance to be submitted where applicable.
• Submissions lead time: tender validity is four months from closing date.
