Overview

Provision of an agricultural data collection, analysis, and reporting platform with three-year maintenance for the Eastern Cape Department of Agriculture. Bidders should have experience in data platforms, GIS/geospatial data capture, offline mobile workflows, systems integration via APIs, hosting, and user training. The department will own the platform and all IP rights.

Requirements

• Functional/technical: web-based platform with mobile capability and offline data capture; geospatial features; role-based access and configurable data-capture workflows; real-time data analysis and robust dashboards.
• Data/quality: strong data quality assurance and reporting aligned to statutory government requirements; annual updating of output indicators where needed.
• Interoperability: secure interfaces or APIs for integration with existing departmental systems.
• Hosting/security: secure, high-availability hosting with backups, disaster recovery, business continuity, and robust user authentication and authorization.
• Scalability/training: scalable/configurable to future needs; three-year training and knowledge transfer (year 1 in-person, years 2–3 virtually) plus ongoing support.
• Compliance/verification: tax/compliance verified on CSD; attach CK documents; register on CSD and LOGIS; equity ownership declaration; JV documentation if applicable; complete SBDs and supplier forms.
• Documentation and process: adhere to 80/20 evaluation, non-correction-fluid submissions, bid validity (90 days), and complete all returnable forms as specified.
• IP: department will retain ownership of the platform and related IP.

• Briefing: compulsory briefing on 04 August 2026 at 11:00 (virtual) via Microsoft Teams (link in bid notice).
• Submission: sealed bids to the tender box at Indwe Building, Office 45, Bhisho, 5605, by 11:00 on 17 August 2026; public opening.
• Submission format: complete Section 3 (detailed quotation) and Section 4 (signatures, equity, SBDs); principal and JV signatories must be identified; black ink, no correction fluid.
• Documents to submit: detailed quotation, certificates, SBDs, Schedule of Work, Equity Ownership Declaration, Joint Venture documentation if applicable, CSD/LOGIS registrations, and any requested references.
