Overview

Provision of air ticketing services under a three-year framework contract for the County Government of Kericho. Open national competition; suitable bidders are travel-management companies and travel agencies with corporate ticketing capability, fare management, reporting and compliance requirements.

Requirements

• Eligibility: private entities, state-owned entities, or a joint venture; joint venture members jointly and severally liable; maximum JV members per TDS; JV representative; no double-tendering; avoid conflicts of interest; comply with independence declarations and anti-collusion provisions.
• Compliance: tax clearance certificate; environmental and sanctions checks; nationality and local-content rules (foreign bidders must source at least 40% of inputs from Kenyan suppliers; JVs deemed foreign if constituent firms aren’t Kenyan); comply with Competition Act; no debarment by PPRA.
• Documentation: Form of Tender; priced Activity Schedule; Tender-Securing Declaration (Tender Security not required); Joint Venture Agreement or Form of intent; evidence of eligibility and qualifications; chronological page serialization; registration form for bidders.
• Other: tender in Kenya Shillings; 119-day tender validity; site visit encouraged; pre-tender conference not held; tender prices include all taxes.
