Overview

Provision of an accredited service provider to provide professional end user computer training for City of Cape Town employees, students, EPWP and councillors. Contract is 36 months from commencement. Open tender; eligible bidders are accredited training providers with ETQA/SETA/QCTO (or equivalent) accreditation, proof of accreditation with submission, and registration on the City Supplier Database with SARS tax compliance. Joint ventures must provide party-specific documentation and responsibilities. A briefing/clarification session is available (not mandatory) and the closing date is 28 October 2026.

Requirements

• Accreditation: valid proof of ETQA/SETA/QCTO or equivalent accreditation to provide end-user computing training (must be current at tender closing).
• Registrations: be on City of Cape Town Supplier Database and on the National Treasury Central Supplier Database; tax compliance with SARS (Tax PIN).
• Joint ventures: provide applicable JV documentation and specify each party’s responsibilities.
• Functionality: minimum score 70/100 per intervention; each intervention requires a Facilitator 1 and Facilitator 2 with defined qualifications and experience; detailed proposals, sample materials, and facilitator guides are required.
• Additional: confidentiality, health and safety readiness, and compliance with SCM Policy; returnable documents and evidence of relevant capabilities.

• Submission method: sealed envelope delivered to Tender Box at Civic Centre, 12 Hertzog Boulevard, Cape Town; ensure correct tender number and description on the envelope.
• Documents to submit: Form of Offer and Acceptance, Price Schedule, accreditation proof, JV documentation if applicable, proof of tax compliance, and all returnable documents (e.g., Schedule F series as applicable). Include evidence of ETQA/SETA/QCTO accreditation with tender.
• Pre-qualifications: register on City Supplier Database and on CSD; provide SARS Tax Compliance PIN; JV parties must provide separate registrations.
