Overview

Procurement of an integrated software solution for an electronic records document management system and related services for three years. Open to bidders who can pass the compliance test and achieve at least 70% functionality; targets software vendors with experience in DMS, electronic records, and related services. Evaluation uses an 80/20 price-quality approach.

Requirements

• Bidders must pass the compliance test to be eligible for further evaluation.
• Bidder must score a minimum functionality score of 70%.
• Submit on prescribed tender documents and include the SARS Tax Compliance Status PIN.
• Pay a non-refundable deposit of R759.20 for bid documents.
• Tenders must be in a sealed envelope and placed in the Municipal Tender Box by 11:00 on 4 September 2026; late tenders are not considered.
• Tender evaluation follows the municipality’s preferential procurement and SCM policies; price–quality split (80/20); Council may not bind to the lowest bid.

• Submit tenders in a sealed envelope clearly marked with the tender number and description; place in the Municipal Tender Box at the Supply Chain Management Offices, 11 Lind Street, Swellendam, before 11:00 on 4 September 2026.
