Overview

Framework Agreement for Provision of Broadband Internet Capacity to Educational Institutions. This is a non-consulting, primary procurement using a two-envelope process to establish Framework Agreements with a single-Employer (ICT Authority, Kenya) for educational institutions’ broadband capacity, for an initial 3-year term (extendable to 2 more years). Bids are open to eligible international bidders as part of a World Bank–funded project (KDEAP).

Requirements

• Eligible bidders must meet Section III qualification criteria and Section IV bidding forms; JV bids allowed with assigned representative.
• Bidders must avoid conflicts of interest and disclose relationships with other bidders.
• No bid security is required for this process.
• Bank anti-corruption and sanctions requirements apply; bidders’ accounts may be audited.
• The framework is closed (Single-User FA with ICT Authority as the sole Purchaser) and may use secondary procurement to award Call-off Contracts.
• Bids are evaluated on both technical and financial criteria (weighting per BDS).

How to Apply

• Submission deadline: 11 August 2026, 08:00. (Tender metadata)
• Method: Two-envelope submission (Technical Part and Financial Part) in sealed envelopes; outer envelope labeled “ORIGINAL BID”; copies as specified. Submit to ICT Authority’s 12th Floor Boardroom (as per ITB).
• Documents to submit (as applicable): Letter of Bid (Technical Part and Financial Part), Authorization to sign, Evidence of eligibility and qualifications, Conformity with the Specifications, Priced Activity Schedule, Joint Venture agreements (if any), and any other documents per the BDS.
