Overview

Provision of Broadband Internet Capacity to Selected Government Sites through a Framework Agreement under KDEAP (Kenya). The ICT Authority invites bids from network/telecom providers to establish a Single-User, Multi-Service Provider Framework Agreement for three years (extendable up to two more), with a secondary procurement process to award call-offs. Bids follow a two-envelope process (Technical and Financial) and must meet World Bank procurement requirements and the Procuring Agency’s qualification criteria. Requirements

• Eligibility and conflict-of-interest rules; joint ventures allowed with clear representation and joint liability (JV agreement or LOI required).
• A firm may bid only once; JV members must be properly authorized and bound.
• Compliance with World Bank anti-corruption guidelines and sanctions; Bank may audit/inspect records.
• Submissions must include two sealed envelopes (Technical and Financial) plus an outer “ORIGINAL BID” envelope; bid security is not required.
• Evidence of qualifications and eligibility per ITB Section III and Section IV bidding forms; adherence to Section VII requirements.
• Substantial responsiveness and adherence to bidding document terms; optional prequalification considerations apply per the BDS.

How to Apply

• Deadline: 21 July 2026 at 08:00 (local time).
• Submission: Sealed bids in two parts (Technical and Financial) plus copies, delivered to the Procuring Agency or via electronic submission if permitted by the BDS (see Tender Documents).
• Documents to submit: Letter of Bid (Technical Part) with authorization; Qualifications evidence; Eligibility evidence; Conformity with the specifications; Priced Activity Schedule; JV documents if applicable; Beneficial Ownership Disclosure Form when requested.
