Requirements

• Eligibility and qualifications: legal capacity (certificate of incorporation/registration), ownership structure (CR12, directors), and a named power of attorney.
• Tax and compliance: valid tax compliance certificate; adherence to anti-corruption and competition laws; no debarment.
• Tender security: mandatory Tender Security of KSh 100,000, valid for 240 days (cash, bank guarantee, or approved insurance/financial institution guarantee).
• Local content for foreigners: foreign tenderers must source at least 40% of inputs from Kenyan suppliers.
• Tender specifics: tender validity 210 days; prices in Kenyan Shillings; no price adjustments during contract unless specified; pages must be serialized and submitted in hard copy in sealed envelopes (Original and Copies).
• Additional: no pre-tender conference; no site visit; Schedules and forms as per tender documents; JV not applicable.

• Clarifications: raise questions in writing not later than 3 days before closing date; addenda published on the website.
• Tender contents: submit Form of Tender, priced Activity Schedule, Tender Security, and other required documents (CR12, directors’ IDs, tax compliance, power of attorney) as specified; ensure a Joint Venture agreement if applicable (not applicable here).
• Submission: deliver physically in plain sealed envelopes marked with the tender reference number to IEBC Anniversary Towers, 5th Floor; deadline Thursday, 15 October 2026 at 11:00 AM East African Time (PROVISION OF BULK SMS SERVICES). Electronic submissions are not permitted.
• Briefing/site: no pre-tender conference or site visit.
