Overview

Procurement of LAN/WAN, business-class fiber internet access and related software for a 3-year period, open to ICT/telecom bidders with ICASA license, network certifications (N+/CCNA), CSD registration and tax clearance. This is Ray Nkonyeni Municipality’s tender 8/2/RNM0659 for fibre Internet access, point-to-point fibre connections and associated software.

Requirements

• Valid ICASA license to bid.
• Network certifications (e.g., N+ / CCNA) with 5+ years’ experience; attach CVs with references.
• Central Supplier Database (CSD) registration; provide proof.
• Tax compliance: SARS TCS/PIN; or PIN via e-filing; full TCS where applicable.
• Bids from state employees or related persons disqualified.
• Functionality evaluation: total 40 points (primarily Experience); minimum 60% overall points to progress.
• Pricing and preference: 80/20 preference system; specific goals as per the table (KZN location 20 points; outside KZN 10 points).

How to Apply

• Documents and briefings: Tender documents downloadable for free from etenders.gov.za and RNM site (FINAL LAN AND WAN TENDER DOC 25 AUG 26.pdf).
• Briefing: compulsory virtual briefing via Microsoft Teams on 15 September 2026 at 10:00; register by emailing Sinenhlanhla.qwabe@rnm.gov.za by 14 September 2026, 16:00.
• Submission: one original bid plus one extra copy in a sealed envelope, clearly marked and deposited in the Bid box at 10 Connor Street, Port Shepstone (4240) by 28 September 2026, 12:00. Bids opened publicly afterwards.
• Forms to submit (must be on official forms): MBD4, MBD6.1, MBD8, MBD9; Joint Venture documentation if applicable; declarations of interest; pricing schedules (RNM/MBD3.2 Non-Firm Pricing).
• Documents to attach: company registration, certified IDs of directors/owners, valid Tax Compliance Certificate or PIN, proof of CSD registration, declarations, JV agreements if any, and evidence of relevant experience (appointment letters/purchase orders with references) (see attached document for full list).
• Price documentation: RNM/MBD3.2 Pricing Schedule Non-Firm Prices; prices are non-firm with annual CPI-based escalation; provide a full price breakdown per the schedule (see Pricing Schedule in the attached document).
• Evaluation: relevant specifications, value for money, capability to execute; PPPFA/regulations apply; 80/20 price-to-goals ratio with minimum qualification criteria.
