Overview

Procurement of Consulting Services for Capacity Building of TVET Trainers under the Kenya Digital Economy Acceleration Project. Bidders should be experienced consulting firms with TVET capacity-building expertise, ability to work with World Bank-financed programs, and capacity to design and deliver trainer-focused interventions (ICT/digital economy exposure is a plus). Shortlisted firms are listed in Section 1 of the RFP.

Requirements

• Demonstrated experience: at least three similar capacity-building assignments in scope and complexity; provide client details, contract values, durations, completion certificates or recommendations (as per ITC 21.1).
• Methodology and staffing: robust technical approach, work plan, and organization & staffing; Full Technical Proposal (FTP) required (no alternative Key Experts) (as per ITC 15.2, ITC 21.1).
• Compliance: eligibility per World Bank Procurement Regulations; anti-fraud/SEA-SH obligations; conflict of interest disclosures; beneficial ownership disclosure as part of the award process.
• Proposals must include: Power of Attorney, Code of Conduct, and the standard FTP/FIN documentation; documents to be submitted in the specified envelopes (per Data Sheet).
• Subcontracting: allowed with JV rules; associates with non-shortlisted firms only (Data Sheet 14.1.1).

• Submission method: proposals must be physical envelopes sent to The ICT Authority, 12th Floor, Telposta Towers, Nairobi; two inner envelopes (Technical and Financial) inside an outer envelope; do not open before the deadline (Tender Document). Electronic submission is not permitted (Data Sheet).
• Required documents: FTP (Tech forms TECH-1 to TECH-7, Power of Attorney, Code of Conduct) and Financial Proposal (FIN-1 to FIN-4) plus any Undertakings as required (Data Sheet).
