• Local content: foreign bidders must source at least 40% of inputs from Kenyan suppliers.
• Tax: Kenyan tax compliance certificate required.
• Joint Venture: JV allowed; each member is jointly liable; representative required; maximum JV size not specified.
• Site visit: required to HQ and regional offices; weekday visits 9:00–16:00 at the Tenderer’s expense.
