Overview

Provision of cleaning, gardening and safety services in selected precincts in Cape Town. Bidders should have precinct-management, horticultural maintenance, landscape installation, cleaning and safety/security capabilities, with PSIRA accreditation at award, and be able to operate under the City of Cape Town SCM Policy, meet tax/compliance requirements, and be registered on the CCT Supplier Database and National Treasury’s CSD.

Requirements

• Compliance with the City’s SCM Policy and anti-corruption provisions; declare conflicts of interest.
• Tax compliance: valid SARS Tax Compliance Status PIN; evidence to be provided and verified.
• Registrations: on the CCT Supplier Database and on the National Treasury Central Supplier Database (CSD); separate certificates for each JV party.
• PSIRA accreditation required for security personnel at award; health and safety requirements (OHSA) to be met; may require a Health and Safety Plan.
• Minimum functionality: must score at least 45/70 across Tendering Entity and Key Personnel criteria; evidence via past contracts (Schedule F.13.1) and CVs (Schedule F.13.2).
• Documentation: complete required returnable documents (e.g., Declaration of Interests, Conflict of Interest, Independent Bid Determination) and provide necessary certificates.
• Contract specifics: 36-month contract Period; 120-day tender validity; 90/10 price–preference framework applies; two-envelope submission may be used.
• Tender fee: R200 for hard copies; printing delays noted (download electronic pricing schedule).

• Submission deadline: 24 July 2026 at 10:00; place sealed envelope in Tender Box No. 202 at Civic Centre, 2nd Floor Concourse Level, 12 Hertzog Boulevard, Cape Town. If too large, request alternative submission instructions.
• Submission method: sealed envelope with Form of Offer and Acceptance, pricing, and all required documents; hard copies for any printed components; or as otherwise advised in addenda.
